February Time to fertilize rose bushes, deciduous trees, and winter lawns.  Native landscape plants generally do not need fertizilier. Watch for late-season frost, and be ready to protect tender plants. Deadhead (snip off) spent flowers to promote continued bloom.  Examine plants for aphids.  Spray them off regulary with a blast of water from the hose.
